In this report, the evaluation team summarizes data obtained to date, in particular the responses from agencies to interviews at the conclusion of the first year of the three-year, multimillion dollar initiative. The team also reports its own reflections on the Building Effective Substance Abuse Treatment initiative in light of participants' feedback.
